A referral counts on an observed event — the person joined and reached their dashboard — never on a click.
Your referral link is on the growth surface. A referral qualifies when the referred person has signed in and reached their dashboard; traffic alone advances nothing. Milestones credit a real balance to both sides, under the referral programme terms.
